Technical Data Manager

The above position is vacant at within an NGO Global Health Systems. The successful candidate with Manage the implementation of data management strategies to improve the data collection, verification, processing and archiving of data and information within the operational divisions of the company.
They are responsible for streamlining all data management activities and ensuring the high standard of data management is maintained across specific programs within the company

Qualifications/Professional Membership:
• A degree or certification, preferably in Informatics or Computer Science
• Advantage: Tertiary qualification in a relevant field such as Statistics/Research methodology/ Health Information Systems/ Data Management
• Basic SQL and Microsoft Access skills

Work Experience:
• At least 5 years data and/ or information management experience at a managerial level
• At least 3 years’ experience in the health industry or research environment

Technical Work Responsibilities
 Information Management application scoping, planning, development, maintenance and support per program area
 Data usage and sharing of Information
 Optimise operational functions through putting in place the required data and information management technology across within each operating / business unit having its own unique challenges and requirements
 Research and Identify or develop information systems and technology to support the data management process within specific programs

Project Delivery Systems:
• Scope the work requirement for all new data management and system projects
• Coordinate the relevant Divisional Technical Data Manager activities
• Analyse projects after implementation to identify any gaps and address all issues together with all other role players and business partners
• Ensure monthly data reports are obtained from all locations and a comprehensive data report is submitted to the HOD as per agreed time frames
• Manage the locking of final databases by restricting access to the data
• Manage effective archiving of all data management data according to local policies and procedures
• Manage all activities according to SOPs and protocols, and in accordance with confidentiality agreements
• Plan and manage the operational data management activities
• Deliver timely reports for all data and information stakeholders
• Create and maintain all project files and appropriate research documentation
• Ensure ethical, timely, accurate, confidential and courteous processing of data
• Manage the preparation of all data management tools
• Collate the relevant data and information into the required reports to HOD
• Manage the implementation and rollout of DM SOP’s
• Develop the a Data Training plan for each Business Unit and each specific project and ensure that plan is implemented by the training department
• Ensure that all project stakeholders are suitably trained, coached and mentored

Contribute towards Data Management Policies:

• Assess organisational processes pertaing to health and research programme delivery and confirm data and information management requirements
• Develop project specific data management working practice guidelines, operational policies and DM manuals (Data Collection Tools, Data Management Plans, Validation Plans, Completion and data entry guidelines)
• Monitor compliance to DM policies, protocols and tools
• Participate in the development and implementation of the required DM systems including system development, data validation and reporting
• Manage the relevant stakeholders to ensure user acceptance testing and successful implementation of DM systems
• Contribute to the development of policies for the management and retention of data across The Company
• Provide DM input for protocols/ MOU’s, which define what and when data must be collected
• Provide input into the overall The Company Data management strategy as well as the divisional specific DM strategies

Stakeholder Relationship Management
• Liaise with all Internal and External Customers and Suppliers as necessary towards the achievement of organisational, departmental and project goals
• Lead or participate in all project-related oral and written communications with Stakeholders (meetings, calls, reports etc.)
• Coordinate communication within a project by liaising frequently with role players; and conducting regular meetings with project implementation teams
• Address quality control queries from internal and external stakeholders
• Receive and manage the distribution of timely reports for all information stakeholders
• Address concerns or disputes regarding any participating role players with the relevant heads as soon as they arise
• Manage corrective training of business partners
• Adhere and maintain decision making authority as allocated to the position
• Participate in proactive team efforts to achieve departmental and company goals
